As a nurse with an aspiration to broaden your horizon and deepen your experiences in the field of healthcare, it can often be challenging to navigate the intricacies of licensure across different states. This guide aims to shine a light on Florida's participation in the Nursing Licensure Compact (NLC), an initiative designed to enhance the ease of cross-state practice, opening doors for greater opportunities. At Health Carousel Nursing & Allied Health, we recognize the value of such frameworks as they align with our core vision to empower nurses to evolve in their careers.

Understanding the Nursing Licensure Compact (NLC)

The concept of the nurse licensure compact (NLC) is an initiative of the NCSBN, designed to improve the efficiency and effectiveness of the nursing profession across different states in the US. Akin to a compact license, the NLC allows registered nurses (RNs) or licensed practical nurses (LPNs) to hold a single license that gives them the authority to practice in multiple NLC states. The vision behind this initiative is to create a more flexible and streamlined approach to nurse licensing.

The Concept of Multi-State Nursing License

Naturally, the nursing profession demands flexibility. The ability to reach patients and provide care without geographical constraints is paramount. That's where a multi-state nursing license comes in. Normally, a nurse receives a license from his/her home state, known as the 'single state license', which grants practice rights only within that state.

However, the multi-state license, gained through NLC, is valid across multiple compact states. This dramatically broadens the geographical scope of practice for nurses and specialists, which is ideal for those eyeing travel nursing opportunities.

Participating States in the NLC

The NLC landscape encompasses a broad range of states. Among all, Florida stands out, becoming an integral part of the NLC, known as a 'compact state'. A complete list of all compact states participating in the NLC is as follows:

  • Alabama
  • Arizona
  • Arkansas
  • Colorado
  • Delaware
  • Florida
  • Georgia
  • Guam (Guam is allowing nurses who hold active, unencumbered, multi-state licenses issued by Nurse Licensure Compact member states to practice in Guam under their multi-state licenses.)
  • Idaho
  • Indiana
  • Iowa
  • Kansas
  • Kentucky
  • Louisiana (Registered Nurse and Practical Nurse)
  • Maine
  • Maryland
  • Mississippi
  • Missouri
  • Montana
  • Nebraska
  • New Hampshire
  • New Jersey
  • New Mexico
  • North Carolina
  • North Dakota
  • Ohio
  • Oklahoma
  • Pennsylvania (Partial implementation)
  • Rhode Island (Partial implementation)
  • South Carolina
  • South Dakota
  • Tennessee
  • Texas
  • Utah
  • Vermont
  • Virginia
  • Virgin Islands (eNLC enacted, awaiting implementation)
  • Washington (Partial implementation)
  • West Virginia (registered nurse and practical nurse)
  • Wisconsin
  • Wyoming

Advantages of Florida's Participation in the NLC

Florida's participation in the NLC opens up a myriad of opportunities, especially for those using Health Carousel Nursing & Allied Health's On Demand web app to seek travel nursing assignments.

Increased Job Opportunities for Nurses

The beauty of NLC lies in its power to unlock a wealth of job opportunities. A compact license issued to a nurse in Florida can now be used for practice in any other participating NLC state which dramatically increases potential job prospects.

When coupled with our On Demand web app, the possibilities appear endless. With this tool, healthcare professionals can easily search amongst numerous job positions, find assignments that match their skill sets, and make use of their multi-state license to apply for jobs across multiple states, all from the convenience of their own homes.

Streamlined Licensure Process

An important advantage of Florida's NLC involvement is the simplification of the licensure process. Traditionally, a nurse desiring to practice in another state would have to apply for a separate license for that state—a time-consuming, stressful process, often lasting months.

The NLC, however, dramatically simplifies this. Nurses in Florida can now apply for a single state license, which automatically grants multistate privileges, eliminating the need to apply for separate state licenses. This makes the entire process not only efficient but also cost-effective, as it saves the cost associated with multiple licensure applications.

How to Obtain a Multi-State Nursing License in Florida

Obtaining a multi-state nursing license in Florida involves a set of specific prerequisites and an application process.

Eligibility Requirements for NLC

Before the application, nurses must satisfy a certain set of criteria. These requirements include being a resident of a compact state, having graduated from a board-approved educational program, and passing the national licensure examination. An extensive background check forms part of this process. It's an important checkpoint to ensure that the applicant conforms to the rules of ethical and professional conduct as outlined by the American Association of Nurse Life.

Application Process

Successful application for a multi-state license in Florida is a multi-step process. It involves submitting an application to the Florida Department of Health, obtaining a criminal background check, verifying nursing education, and ultimately passing the national licensure examination. The application can be submitted via mail or online, and the department does its best to expedite the process.

What states are compact for Florida nursing licenses?

Florida is a part of the Nurse Licensure Compact (NLC), which allows nurses to have one multistate license with the ability to practice in both their home state and other NLC states. As of early 2023, there are over 30 states participating in the NLC, including, but not limited to, Texas, Arizona, Georgia, and North Carolina. Nurses with a Florida nursing license who wish to work in another compact state can do so without having to obtain an additional license in that state, provided they adhere to the laws governing nursing practice in the state where the patient is located.

Can I work in Florida with an out-of-state RN license?

In Florida, you cannot practice as a Registered Nurse (RN) with an out-of-state license directly. However, Florida is a member of the Nurse Licensure Compact (NLC), which allows RNs with multi-state licenses from other NLC member states to work in Florida without obtaining a separate Florida license. If your primary state of residence and RN license are not from an NLC member state, you must apply for licensure by endorsement in Florida to legally work as an RN in the state.

How long does it take to get a compact RN license in Florida?

The time it takes to get a compact RN license in Florida can vary depending on several factors, such as the completeness of the application and the background check processing time. On average, once all required documents and fees have been submitted, the processing time for a Florida compact RN license can range from a few weeks to a couple of months. To help expedite the process, applicants are encouraged to ensure all paperwork is completed accurately and in full before submission.

When did Florida join the Nursing Compact?

Florida joined the Nursing Licensure Compact on January 19, 2018. This allowed nurses who were licensed and resided in one Compact state to practice in any of the other Compact states without having to obtain additional licenses, facilitating greater mobility and efficiency for nurses practicing in Florida and other Compact states.
